When talking about rising gas prices in California, Jerry Brown used the word "emergency." Now he's calling for an early "winter" to freeze fuel costs.
Brown wants refineries to switch to "Winter Blend" gas almost a month early. The move would increase supply and drop the price of a gallon of gas by about 20 cents.
Using "Winter Blend" in warmer months could reduce air quality. Although officials say falling temperatures should keep those risks minimal.
Even if Brown succeeds most people would say the improvement would just be a drop in the bucket. A gallon of gas in Fresno went up 46 cents just in the last week.
