One man is dead and two officers are on administrative leave after an officer involved shooting in Tulare.

Investigators say this all started as a kidnapping in Porterville when a man with a shotgun forced his way into a house and forced a woman to leave with him. Tulare police spotted the suspect in a car around 8:30 p.m. Thursday night near Blackstone and Cross in Tulare.

Officers say the suspect was armed and they were forced to defend themselves with lethal force. The suspect was pronounced dead at the scene. Police arrested a second man. Officers say the woman was not in the car at the time of the shooting and wasn't hurt.
