Fresno elementary school teacher Lou Xiong had a big surprise Tuesday. During a school assembly, the fourth grade teacher at Balderas Elementary found out that she is receiving a $25,000 Milken Educator Award. The Milken Award is considered the "Oscar" of teaching - inspiring and exceptional teachers are selected by educators nationwide.
