WEB EXTRA: GOV'S BUDGET PLAN

Gov. Arnold Schwarzenegger has issued his revised budget proposal for the new fiscal year. The governor is now predicting a budget shortfall of $17.2 billion. The biggest proposal in the revised budget is a plan to borrow from the state's lottery proceeds to help balance the budget. He also is abandoning proposals for early releases of some non-violent prisoners, closing of some state parks, and some of his proposed education budget cuts. He is proposing deeper cuts in Health and Human Services programs.
