The city of Atwater is in financial turmoil and moving towards taking drastic action to solve their deficit problems.

A special meeting was held Wednesday night where citizens voiced their concerns and the council voted to declare a common-law fiscal emergency.

The city is currently dealing with a more than $4 million deficit.

Earlier this week a major credit rating agency downgraded the city's rating, and the city issued pink slips to 14 employees.
