Suspected Car Thief Caught Naked From the Waist Down

The naked chaos started near Avenue 296 and Road 180 just outside of Exeter. Neighbors say they caught Joshua Phillips trying to steal a car. When he stepped out of it, they say he wasn't wearing shoes, pants or underwear. Nothing, but a red shirt.

Roman Rodriguez said, "I didn't know what to think...it's not every day you see that."

Rodriguez lives down the street. He said Phillips also tried to break into his neighbor's car and then jumped on top of his car.

"I heard the noise and i looked and seen him on top of the car, just bouncing around on it and i just took off after him," he said.

Rodriguez said he chased Phillips over a fence and on to highway 198. "There were cars backed up for miles," he added "he was running through cars and i was trying to run through cars without getting hit."

Deputies arrived and took Phillips into custody. But on the way to the Tulare County Jail, Sergeant Chris Douglass said Phillips started fighting and injured a deputies hand. Phillips was eventually booked. Douglass said his actions were fueled by drugs.

"It's an odd case...controlled substances can make people do strange things so you never know," Douglass said.
