UPDATE: FBI enters investigation of fatal stabbing of correctional officer

The FBI has now entered the investigation of the stabbing death of
a Federal corrections officer who was killed after an altercation with an inmate at the U.S. Penitentiary in Atwater.
Twenty-two-year-old Jose Rivera was fatally stabbed last week by an inmate.
He was transported to a nearby hospital where he was pronounced dead.
Investigators say a second inmate may have been involved in the stabbing.

It is a shame that this happens in our prison systems, because all of them are being understaffed and overworked. Those that limit staffing have probably never spent a day on a yard. I helped activate this prison several years ago as a C/O. We all knew it was dangerous having so many inmates to officers. There are up to 130 inmates to one officer. First Scott Williams and now Jose Rivera. I hope changes are done immediately before other inmates hurt more officers. The time for the kindler and gentler bureau is over! Mr. Lampin visited FCC Beaumont, he told us we were being moved from a USP to a MED because an inmate was killed in our SHU. He said how could this happen. He didn't mention the two inmates slipped their cuffs, stabbed two guards numerous times, almost killing them...took the guards keys and went into the cell and killed the inmate. Mr. Lappin was concerned about the inmate's life. Not the CO's. DO NOT ALLOW THIS OFFICERS LIFE TO HAVE BEEN IN VAIN.

Think of all of the money that was wasted purchasing the x-ray machines to search the staff members who all have passed background checks. I believe they are 180,000 a piece. That adds up to almost 23 million dollars spent to search staff because we are not trusted by our employer (BOP). Think of all of the staff that could have been hired with this money and the lives that could be saved.

Inmates have 24 hrs. a day to think about how to hurt us. One of the inmates that took Officer Riveras life had just transfered from USP1 in Coleman Florida I as well as many other Officers complained about this inmate being very dangerous and unpredictable . He was in Shu for fighting Officers in FL why was in he General population? I have complained over an over about us not having batons , peper spray , and stab vest. This is a tragedy that this happend. all usp's are under stafed and that is a real problem. not to mentioned the only weapons line staff has is the ba and a flash light these inmate's at this high security level are very dangerious and they dont care about hurting staff and the whole system needs to be re- structured and the officers need batons, mace at least. A BOP union rep/ correctional officer was on 60 Minutes, last fall, pleading the case for more BOP correctional officers and she said it was only a matter of time before one was killed. She was right!!A judge advocate supported her case for more correctional officers. There is safety and "strength" in numbers and with over 30,000 BOP staff, we have the numbers. Encourage BOP staff to either call or write to their congressional or local representative. It's now a matter of life or death.

We were told today that it would seem like retaliation if we locked down the region or nation and that would send the wrong message. With many years experience (Penitentiary included), in my opinion, with the budget so low and staff shortages so high, poor (and often abusive or dirty) management from top to bottom, the convicts across the nation are totally manipulating the BOP system and have been for about a decade now. We no longer control the prisons without their consent. It's a shame that we do not have the resources to really run the prisons. Line staff are forced to rely on the convicts to get anything accomplished.

The BOP needs to focus more on training and providing the proper equipment to its staff versus hiring staff to have a warm body. All the other agencies provide field training officers versus the BOP gives the officer a set of keys and a radio then puts him or her on a post that is classified as a training post with no training officer present. There is also a training Leiutenant that conducts training via e-mail which is not really training.

Put in a little mandatory time after your shift and the receipe is complete. This is avaoidable. I remember to well the feelings I had when my brother officer was murdered at USP Lompoc in 1997. How many officers have to die in the name of budget cuts and doing more with less? Lets get real. Our budget comes from congress. They control how many staff a facility has. The x-ray/metal detector use on staff was caused directly when a bargaining unit member brought in a gun, killed an OIG agent and shot a fellow BOPer.
