Sex offender has residents on high alert

Galen Kumataka, resident: "The neighborhood is pretty upset, everyone walks by, they're really disturbed that they can't let their children play in their own yards, out of fear for their safety."

This, after receiving a letter from a neighbor, who's house was broken into just last week by this man, Justin Charles Cramer, a 23-year-old registered sex offender.

Police say he broke into the family's home on the 23-hundred block on East Salem Avenue.

He also left a note on a 17-year-old girl's bedroom door with his name and phone number on it, along with three dice, placed by her bed.

Capt. Lydia Carassco, Fresno Police Department: "We know he entered the house, had no business entering the home, no reason, no legitimate reason for entering the home yet he did."

Soon after, police arrested Cramer and booked him into the Fresno County Jail on two felony charges: burglary and annoying and molesting children.

But when the case reached the Fresno County District Attorney's office, those charges were reduced to one misdemeanor trespassing charge and Cramer was released on $1,000 bail.

John Savrnoch, Chief Assistant District Attorney: "If the facts don't fit, we don't have any options. Legally we cannot prop up charges that cannot be supported by the state of the law."

After Cramer he was released, police handed out sex offender notifications to more than 150 homes to alert residents that a sex offender was living in their neighborhood.

Just yesterday, the parents of the victim posted letters on every residence in the neighborhood, detailing the incident and warning people to defend themselves and their property.

But Cramer’s next door neighbor and friend, who did not want her identity revealed, believes his actions are simply a cry out for help.

She says he's not only a husband and father, but also a frontline marine, who was honorably discharged after fighting in Iraq.

"I think there is a problem we all need to know, but I think he needs help and putting him in jail for something instead of getting professional help is an injustice."

I know for a FACT that Justin Cramer has cheated on his wife within the past month! And on the 14th or 15th I talked to him around 11o'clock at night and he was acting strange and out of breath. He told me he was a contract hit man. I know he needs help mentally... I know he broke into this poor teens home!!!!

That's a great idea to look on the sex offender registery bc Justin Cramer isn't on there. I definitely believe people should check out the registry bc there are people on there that have actually molested children, and yes, you should do anything to protect your children from them. As for letters, write some to your senators and ask for more veteran support. Do something constructive w/ your time, make a differance.

Look in the sex offender registry and send a letter to EVERY offender, telling them that they are not wanted in your neighborhoods, and that you will be watching for their presence at every waking moment. These molesters should NEVER see the light of day whereever they go, until they are back in jail. Please note: this is NOT harassment as defined in the California Megans law sex offender site! This is what the registry should be used for to maximize protection for your children.

This story is completley ridiculous and blown out of context. It has been proven that he has never molested children and he is not on Megan's List. If this news station would have completed their research than they would have found that after serving out country in Iraq he had a lapse in judgement as most 19 year olds do although this lapse in judgement never involved children. The reason for no family response is as usual the media cannot get it right. Remeber innocent until proven guilty.

The justice system does care about victims of crime...if there was a sexual crime committed he would still be in jail. There obviously wasn't sufficient evidence to prove otherwise. Sex offenders can't do whatever they want and the ones that are roaming around people should concentrate on going after them...not someone like the young man above. Look up the sex offenders in your zip code-do a story on all those people as well.

This is the exact thing that proves the justice system does not care about victims of crime. We see this all the time where sex offenders don't get in trouble and can do whatever they want. Why don't the laws get changed to protect the vctims. POrobably because lawmakers really don't care.
