Governor announces water 'loan' to Central Valley Farms

Late Thursday afternoon, Gov. Arnold Schwarzenegger announced he has a water 'loan' of 100 thousand acre feet from the state to the Central Valley Project to provide irrigation water to Central Valley farms. The order will borrow water from the federal government to provide some relief to drought-stricken farm land. Those at the heart of the battle say this water 'loan' is far short of a long-term solution to the problem. Earlier today, the governor was in Fresno, calling on state lawmakers to come up with a budget that does not raise taxes. The state has begun issuing IOUs to pay bills because it has run out of money due to the budget being overdue. Jon Brent reports on reaction to the water "loan".
