New DUI device required under new state law

At the beginning of July, a new law took affect aimed at stopping repeat DUI offenders. If a driver is caught driving a car on a license suspended because of DUI, the law requires the installation of a DUI testing device in the driver's car. The breathalyzer device disables the car if the driver has too high of a blood-alcohol content.
The device costs a couple of hundred dollars to install and there is a $60 monthly rental fee. Drivers required to have the device who are caught without one in their car can be fined five-thousand dollars.

I wonder if it is possible to have a different person blow into the device in order to start the vehicle for a driver...you never know what people can think of to get around it
