Councilmember Proposes Plan To Manage Debt

Fresno councilmember Lee Brand is proposing a plan called the Taxpayer Protection Act which could help the city manage debt. Currently Fresno makes $18 million in debt payments a year. Brand says his plan would save the city money and improve the credit rating.
