Fresno Police released its annual report. Violent crime fell 4% in 2011 but burglaries spiked 9%. In total homicides, rape, robbery, assaults, and arson dropped last year. But auto theft, larceny, and burglary cases went up.

The chief says he's happy with the results considering the troubling economy, early inmate releases and fewer resources.

"I don't see us ever returning to where we were with resources. I believe this is the new normal," said Dyer.

Over the last four years 375 positions have been cut from the police department.
