An Oklahoma dad is facing child abuse charges after cops found his 4-year-old son locked outside naked in 40 degree weather and his 18-month-old daughter locked in a dog cage and covered in feces.
Police found William Todd Lewallen, 47, passed out either drunk or on drugs when they broke down the door of his Tulsa home on Sunday night, local station KRMG television reported.
ops were called to the home after neighbors reported hearing a little boy crying for his father to let him in the house, the station said.
When they arrived, they found the tot locked outside without any clothes on.
