Report: Valley Shouldering Heavy Load in State Prisoner Transfers

It's been six months since California began transferring state prisoners to county jails.

Now, a new report says the central valley is having to shoulder most of the load. The valley has received 8% more prisoners than were projected. By contrast, the Bay Area has received 5% less prisoners than originally thought.
