A south valley man has been arrested and charged with rape.

Visalia police say the victim tried to get away from 27-year-old James Sills Sunday morning but he chased her down and assaulted her. He fled after a Good Samaritan stopped to help the woman.

Police say Sills stole the victim's wallet and then her car. CHP later found Sills driving the woman's car in Strathmore and arrested him.

Anyone with information is urged to call Visalia police.
