Manuel Hernandez is fighting an uphill battle. He's gathering signatures for support in hopes of creating a safer neighborhood.
Hernandez said, "We need help, we definitely need something to change our streets."
He lives just North of Visalia on Ave 322, East of Highway 63. The problem he has with the neighborhood is the street. It's narrow. It doesn't have street lights and there are no sidewalks. "Kids when they come out here to have fun or play, they can't," he added.
Hernandez says they can't because drivers are constantly speeding. His neighbor Adrian Franco agrees, "During the day and at the night, they drive pretty fast out here."
Hernandez isn't sure how to control speeders but he believes lights and sidewalks could help, at least at night. It's easier said than done, according to Tulare County, the street would have to meet several requirements before the board would even consider installing street lights. Things like traffic volume and hazards.
As for installing sidewalks, a county official said it's possible, especially when the safety of children is involved. But if approved, the county would have to find money for it.
Hernandez says it's only a matter of time before an accident happens, "Is that what they're waiting for, something seriously, we need something out here."
For now, Hernandez will have to wait. He will hand over the signatures and hope the county listens.
