The National Weather Service updated it's wind chill formulas in November of 2001.

The Wind Chill is the temperature perceived by the human body. It is a factor of the actual air temperature and the wind speed. Frostbite occurs when the skin is exposed to freezing temperatures and can quickly turn into a limb threatening situation.

A Wind Chill Advisory is issued when the wind chill factor is between -30°F and -50°F.
A Wind Chill Warning means wind chills are below -50°F.
