BABY ON THE WAY, W/NO BACKYARD TO PLAY!

We have lived here for 2 years, and have attempted 2 times at planting grass. But, our backyard has no sprinklers. We have a little prtable sprinkler tied to the water hose but the dirt was hard when we planted the grass both times, and we keep getting very dry grass/weeds. You can't tell from the pic's but there are a lot of stickers and thorns on the weeds so you can't walk on the dead grass. Now, we have a baby due in September, who won't be able to play outside once he starts walking and getting older. I asked for help from friends, but we don't know to many people with a green thumb. It's got to the point where I would rather have dirt then weeds and splinters everywhere. Please help me create something simple and manageable for my child on the way!!!
